Article XV. Amendments or Revisions

Defines the process and requirements for proposing and adopting constitutional amendments

Section 1.

Any amendment to, or revision of, this Constitution may be proposed by:

  1. The Assembly, upon a vote of three-fourths (¾) of all members of both Houses, voting separately; or
  2. Constitutional Convention.
Section 2.

Amendments to this Constitution may likewise be directly proposed by the students through initiative upon the petition of at least twelve percent (12%) of the total number of students, of which every legislative district must be represented by at least three percent (3%) of the number of students therein. No amendments under this article shall be authorized within two years following the ratification of this Constitution nor sooner than once every two years thereafter.

The Assembly shall provide for the implementation of the exercise of this right.

Section 3.

Any amendment to, or revision of, this Constitution shall be valid when ratified by a majority of the votes cast in a plebiscite.

Section 4.

The postponement and rescheduling of the election shall be endorsed by the Student Government Commission on Election upon the approval of the University President, in line with the Constitutions and By-Laws of the University.
