Article VII. Traditional Student Voting Procedure
Describes in-person voting procedures including precinct setup, ballot handling, voter eligibility and polling protocols.
In the afternoon of the day before the election, the Election Committee of every campus shall prepare the voting places and the needed materials for the election.
Section 2.At 7:30 a.m. on Election Day, the Chairperson of the Election Committee will receive from the Student Government Commission on Election the ballot boxes, official ballots, list of official candidates to be placed in conspicuous places within the voting precinct together with the master list of students and other forms needed.
Section 3.Before the start of the election, the Chairperson of the Election Committee shall receive the appointment of watchers of each political party who will be allowed to stay in the election precinct in a designated place to witness the conduct of the election. Only one watcher per political party will be allowed per precinct. The watchers shall not be allowed to interfere in the conduct of the election and any complaint must be addressed to the Chairperson of the Election Committee. The Chairperson can order the watchers to leave the precinct for any unruly behavior.
Section 4.The Election Committee shall open the ballot box and the Chairperson will show to all present that the same is empty.
Section 5.The Election Committee shall then lock the ballot box.
Section 6.The Chairperson of the Election Committee shall keep one of the keys of the ballot box during the voting time until the counting of votes begins.
Section 7.The Chairperson of the Election Committee shall show to the public and watchers present that the ballot box is intact and there are no writings or marks therein.
Section 8.Casting of votes will start at 7:30 a.m. and terminate at exactly 4:00 p.m. Exemption is for the evening classes where casting shall begin at 4:00 p.m. and will terminate at exactly 6:00 p.m.
Section 9.Students whose names are included in the Master List of Students and who on Election Day personally appear before the precinct with their ID card shall be allowed to cast their vote.
Section 10.Any student voter whose name does not appear in the Master List of Students may be allowed to vote upon presentation of a certificate of enrollment issued by the Office of Admission and Registration.
Section 11.The Chairperson of the Election Committee shall check with the Master List the name of the student seeking to vote. He shall then announce the voter's name and the voter shall sign on the voters' form.
Section 12.The Chairperson of the Election Committee shall detach one official ballot from the pad starting from the lowest serial number. Before the Chairperson delivers the official ballot to the voter, he shall first write the serial number of the ballot opposite the name of the voter.
Section 13.If the voter so requests, the Election Committee shall demonstrate how to fill and fold the ballot but without writing thereon. The instruction must not be done inside the voting center.
Section 14.The voters shall be reminded to read carefully the instructions on the ballots, fill up the ballots secretly inside the voting booth, return them properly, and drop them inside the ballot box.

Section 17.After receiving the official ballots, the voter shall occupy an unoccupied chair in the voting precinct and fill up the ballots secretly, using a ballpen or fountain pen. Use of pencils makes the ballot/s spoiled.
Section 18.Upon dropping of ballots in the ballot box, the voters shall then leave the voting precinct and if he refuses, the Election Committee should be called upon to bring him outside the voting center.
Section 19.At 4:00 p.m. on Election Day, all voters who have not yet voted but are within a 30-meter radius from the voting center should be allowed to vote. Exemption is for the evening classes where casting shall begin at 4:00 p.m. and will terminate at exactly 6:00 p.m.
